Organisation and functioning of the APW
(Law 90-09 of 7 April 1990 on the wilaya). The People's Assembly of the Wilaya (APW) is the deliberative body of the wilaya. It drafts and adopts its internal regulations and holds four ordinary sessions a year (March, June, September, December), each lasting at most fifteen days, extendable. The wali attends its meetings.

President
The president is elected from among the members by secret ballot and absolute majority, and appoints deputies subject to the assembly's approval.
Deliberation regime
Deliberations are adopted by a majority of serving members; the president's vote prevails in case of a tie. Deliberations on the budget, accounts and the creation of public wilaya institutions only take effect after approval.
